Status:  Windham County Sheriff's Office has been awarded a HUD grant that will fund this position This is a contractor position and will require a minimum of 10 hours per week for the duration of the 36-month performance period of the grant (25% FTE). The Office anticipates it will apply for additional grant funding to continue this program. 

Description: Windham County Sheriff's Office seeks an experienced individual or consulting firm to assume role of Program Coordinator  (PC) for a $1.1 million, multi-year (36 month) grant from U.S. Department of Housing & Urban Development Office of Healthy Homes and Lead Hazard Control (OHHLHC) as part of the Windham County Lead Hazard Reduction and Healthy Homes Capacity Building Program. This position will assume responsibility for hiring and training the full-time program manager and intake/outreach specialist; and will be responsible to oversee daily operations associated with this program including supervision of program staff listed above and ultimately a VT Certified Lead Inspector/Risk Assessor (LIRA) and Lead Abatement Contractors.  The PC will work closely with the Windham County Program Director and Financial Manager, Sheriff Mark Anderson and Jessica Perron. This person must have experience managing a federal grant program or equivalent in the field of lead, radon, mold and/or other hazardous substances. 

Primary Duties: Supervise and train personnel related to this grant including a full time Program Manager, an administrative outreach/education specialist, and in the second year, a VT licensed risk assessor/certified lead inspector and VT licensed Lead Abatement Contractors. Develop and manage a marketing and outreach program for the following audiences: potential clients, certified lead abatement contractors, and community stakeholders. Develop a tracking & reporting system to monitor progress and communicate that progress to County officials and HUD. Ensure all program activities are conducted in accordance with federal and state laws as well as federal financial guidance for grant funding. Coordinate training sessions for contractors and workers to obtain VT lead abatement certifications/licenses. Develop and implement comprehensive policies and procedures for program administration including screening of applicants and prospective lead hazard contractors. Perform budgetary analysis, projections, reconciliation, and expenditure tracking to ensure compliance. Assist in identifying additional sources of funding including grant writing. 

Minimum Qualifications: 

REQUIRED: Minimum of 5 years of related work experience; demonstrated knowledge of applicable federal and state lead paint laws and building codes; excellent communication skills; ability to work independently; proficiency with Microsoft Office software. 

PREFERRED: Bachelor's/Master’s Degree in Business or related degree with strong background in budget/finance, planning, personnel and other related administrative functions. The applicant should be well versed in the VT lead laws including RRPM (IRC) and Lead Abatement (Vermont Regulations for Lead Control VSA, 1.0 – 12.18.4), and  EPA’s RRP rule, and HUD’s LSHR.
